Emergency Management and Safety Manager

The Presidio Trust is seeking an Emergency Management and Safety Manager responsible for managing and supervising work performed in the areas of occupational health and safety, emergency management, and environmental protection for the Presidio Trust. The Presidio is a new kind of national park. It is home to the spectacular vistas, nature and programs that visitors would expect in a national park as well as a community of residents and organizations who bring renewed vitality and purpose to this former military post. The Presidio Trust is an innovative federal agency created to save the Presidio and share it with the public.  

The successful candidate will be required to conduct assessments and evaluation of the effectiveness of Department programs and operations or the productivity and efficiency of the management of the programs.  The ideal candidate will demonstrate excellent interpersonal, organizational, and communication skills, as you’ll be called upon to engage employees; explain technical concepts so that non-experts can understand; and negotiate recommended changes to the work environment to prevent accidents and injuries.

Responsibilities 

• Requires knowledge of emergency management and related directives, policies, regulations, procedures, and methods; and the collaboration and fostering of relationships between Federal, State, Tribal, and local governments, non-governmental organizations (NGOs), and the private sector, and their response mechanisms and authorities 

• Supervise, lead, or perform emergency management work including managing, and coordinating with other entities, the prevention of, protection from, preparedness for, response to, recovery from and/or mitigation of intentional and/or unintentional crises, disasters, other humanitarian emergencies, hazards, or natural and man-made/technological incidents. 
• Provides leadership, guidance and advice to safety and occupational health representatives in the interpretation of pertinent legislation, regulations, and standards to conform to Federal requirements and to ensure achievement of sound program objectives and improved service to workers within the Trust. 
• Plans and develops operational and program policies and procedures considering such factors as unscheduled priorities due to occupational catastrophes, fatalities, and worker complaints; complaints regarding Trust program administration; priorities relating to special industries and/or changing ad hoc agency programs in safety and occupational health; unique characteristics of the area with respect to industry mix and size, and geographical dispersion; and emerging safety and occupational health problems or trends. 
• Advising on, managing, supervising, or performing administrative or program work relating to environmental protection programs (e.g., programs to protect or improve environmental quality, control pollution, remedy environmental damage, or ensure compliance with environmental laws and regulations). 
• Performing, supervising, or managing non-professional, two-grade interval work for which no other series is appropriate, and the work requires analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives. 

• Collaborates with other Trust divisions to maintain the Environmental Compliance Team. 
• Developing and maintaining the requirements of the Emergency Management Accreditation Program (EMAP). 
• Supporting the Director of Emergency Services and Law Enforcement with budgets, strategic planning, and policy/program development.
