This position involves three closely related functions: administration, training, and visiting persons. The duties range from planning, coordinating, and scheduling trainings, meetings, and visitors to monitoring expenses and research activities. The position will support two programs, one a training and outreach program funded by NOAA and one a multi-faceted (training, workshops, and working groups) program funded by USDA.
1. Manage the execution of a multi-year USDA program, including tracking technical and financial status, scheduling, reporting, purchasing, and risk management. 2. Manage and oversee the administrative and daily operations of two complex university program, ensuring compliance with university, state, and federal policies and regulations. 3. In collaboration with the Institute Director, project personnel, and/or federal program leaders, evaluate and prioritize client training/professional development needs. 4. In collaboration with the Institute Director, project personnel, and/or federal program leaders, design and develop new training classes to meet client needs, as determined through evaluation and discussion. 5. Continually assess training needs and, as necessary, revise existing programs to maintain relevance, update information and techniques, and accommodate shifts in federal agency needs and wants. 6. Plan, organize, develop, coordinate, and supervise training, workshops, and summits. The following are examples proposed in USDA project and existing in ongoing NOAA project: * Multi-day hands-on training on geospatial tools and programs (e.g., ESRI products) * Multi-day hands-on training on geospatial statistics and geospatial analysis * Workshop on systems dynamics modeling * Workshop on genome annotation * Workshop on biological networks * Workshop on blockchains * Workshop on introduction to epidemiology * Workshop on landscape genetics/genomics * Workshop on geospatial analysis and habitat sustainability * Summit on machine learning & data science * Summit on computational solutions to continental scale hierarchical population models * Summit on mathematical and computational gaps in the study of animal movements, distributions, and landscape interactions 7. Provide performance evaluation and feedback, as well as direction and long-term vision and planning. 8. Develop and apply assessment tools to measure training effectiveness and track/report training outcomes, and providing ongoing feedback to program participants, the Institute Director, MSU project leadership, and federal agency leadership. 9. Facilitate learning through a variety of delivery methods including, but not limited to, classroom instruction, virtual training, and on-the-job training using recognized training techniques and tools. 10. For a Visiting Scientist program and a Graduate Student Summer Fellowship program: * Develop an advertisement for each program * Publish an announcement in appropriate distribution channels * Coordinate the evaluation of the applicants * Coordinate with the selected scientists and students regarding travel, housing, stipend, and other arrangements * Coordinate their departure, including closing out computer accounts, getting hard keys and other material returned, obtaining research result reports, etc. 11. Plan and organize face-to-face and virtual meetings, involving MSU employees, federal employees, and contractors. 12. Facilitate project modifications between MSU and federal agencies. 13. Communicate financial and technical status as needed to stakeholders. 14. Submit invoices and requests for payment including equipment purchases, payment related to training classes, fellowships, visiting scientists, summer students, or invited travel. 15. Develop and maintain a productive, positive relationship with all (e.g., federal personnel, MSU researchers, vendors, contractors, and research collaborators). 16. Oversee and/or coordinate the collection, compilation, and analysis of program activity data; develop, write, and present comprehensive statistical and narrative program reports. 17. Assist in producing, developing, advertising, and marketing project(s) and/or product(s) in various media such as print and video; may assist in developing teaching materials, handouts, news releases, pamphlets, and brochures. 18. Assist in establishing and implementing short- and long-range goals, objectives, policies, and operating procedures. 19. May be responsible for supervising student or intermittent employees, assisting or assigning tasks to others. 20. Support the multi-disciplinary team in other duties as assigned. 21. Perform related duties as assigned.

Education: Master's degree in training or closely related field
Experience: Five (5) years of management/direct supervision of employees and team leadership and demonstrable experience in project/program development, coordination, and management
Knowledge, Skills, and Abilities:
1. Extensive knowledge of modern training methods/techniques 2. Proven ability to complete full training cycle (needs assessment, plan, develop, coordinate, monitor, and evaluate) 3. Familiarity with web-based training 4. Adequate knowledge of learning management systems and web delivery tools. 5. Highly motivated with the ability to work independently. 6. Ability to handle multiple assignments 7. Excellent verbal and written communication skills 8. Ability to coordinate and organize resources and people across locations 9. Ability to communicate technical information concisely and accurately 10. Working knowledge of Microsoft Office, especially MSWord, Excel, and PowerPoint 11. Ability to schedule and execute virtual meetings using systems such as WebEx and Zoom.
