The Institute for Health Metrics and Evaluation (IHME) is an independent research center at the University of Washington. Its mission is to monitor global health conditions and health systems, as well as to evaluate interventions, initiatives, and reforms. IHME carries out a range of projects within different research areas including the Global Burden of Diseases, Injuries, and Risk Factors; Forecasting; Costs and Cost Effectiveness; Geospatial Analysis; Resource Tracking; and Impact Evaluations. The aim is to provide policymakers, donors, and researchers with the highest-quality quantitative evidence base to make decisions that achieve better health.
IHME has an outstanding opportunity for a Proposal Development Coordinator. Under the direction of the Senior Proposal Development Officer, the Proposal Development Coordinator will be proficient in understanding and supporting the development of high-quality proposals for IHME's work in the the different global health topic areas, to include epidemiology, biostatistics, survey methodology, health economics, health system performance, demography, social determinants, and others. It is the responsibility of the Proposal Development Coordinator to learn and gain fluency in the relevant health disciplines that proposals will span in order to succeed in this role. The Proposal Development Coordinator must demonstrate exceptional organizational skills, interpersonal skills, and verbal and written communication, as well as be able to work effectively with researchers, project managers, and administrators across a number of projects under deadlines. The individual in this role must develop a strong command of the intellectual material and key analytic concepts that relate to the interdisciplinary quantitative science behind proposal ideas in order to identify and present relevant funding opportunities and to clearly and concisely communicate about the scientific significance, objectives, and impact for proposed studies. This individual must be able to successfully coordinate and support the efforts of other individuals involved in proposal development. The Proposal Development Coordinator will report to the Senior Proposal Development Officer.
Develop a strong understanding of the intellectual material and key analytic concepts that relate to the interdisciplinary quantitative science behind proposal ideas in order to identify and present funding opportunities. This understanding must also be used to clearly and concisely communicate scientific significance, objectives, and impact of proposal ideas. Must become adept at IHME research topics that span the fields of epidemiology, biostatistics, survey methodology, health economics, health system performance, demography, social determinants, and others.
Perform literature reviews, background searches, and article summaries as needed to support proposal development, develop funder insights, advance one's own learning about and fluency in relevant global health topics, and develop materials for briefings.
Become thoroughly familiar with institutional partners, including academic research institutions, think tanks, clinical facilities, governmental organizations, and non-governmental organizations. Must demonstrate cultural competency and an ability to collaborate and work with a wide range of funders.
Identify, track, and pursue funding opportunities
Systematically identify, document, and track potential funding opportunities through regular review of external and internal funding opportunities utilizing databases, publications, websites, and listserves; present those that may be of interest and align with IHME's research goals and priorities.
Prepare summary documents that interpret and assess proposal development opportunities for consideration by the IHME leadership.
Contribute to systems that track and report on proposal status, from individual proposals to overall funding portfolios; updating calendars and other resources to track prospective, pending, active, and prior funding sources.
Proposal development and tracking
Conduct background research, collect/analyze and interpret data and information, read and understand complex scientific material in order to better inform proposal writing.
Coordinate, track, and support efforts of other researchers and staff involved in proposal development. Demonstrate cultural competency and an ability to collaborate and work with a wide range of project team members.
Write and edit proposal application components of proposals, develop work plans, and help prepare budgets for implementation of new research projects.
Track proposal development and activity, from individual proposals to overall funding portfolios, including updating metrics for progress, establishing proposal calendars, and creating and populating templates.
Manage smooth and efficient processes for archiving and maintaining proposal documents and resources. Make materials available to research and other staff as necessary.
Research, interpret, and analyze potential collaborator interests in order to help create matching scopes of work and formulate concrete funding opportunities.
Be an active and supportive team member, including recommending improvements to current processes, templates, and proposal development tools. As needed, assist with proposal development training for faculty, project officers, and other key staff. Duties would include curricular creation, logistical coordination, and giving presentations on key processes.
Become familiar with University- and IHME-based regulations and procedures regarding sponsored research to ensure compliance.
Work with IHME grants administration staff and project officers to gather information and assemble supporting documents as necessary.
Perform additional duties as assigned that fall within the reasonable scope of this position.
