The Institute for Health Metrics and Evaluation (IHME) is an independent research center at the University of Washington. Its mission is to monitor global health conditions and health systems, as well as to evaluate interventions, initiatives, and reforms. IHME carries out a range of projects within different research areas including the Global Burden of Diseases, Injuries, and Risk Factors; Future Health Scenarios; Costs and Cost Effectiveness; Geospatial Analysis; Resource Tracking; and Impact Evaluations. The aim is to provide policymakers, donors, and researchers with the highest-quality quantitative evidence base to make decisions that achieve better health.
IHME has an exciting opportunity for a Director of Infrastructure, DevOps on the Technology Team. This position is responsible for the development, management and maintenance of the organization's computing/IT machinery. This position develops and implements future infrastructure needs, providing comparative analysis of possible paths, defining the impact of each path on the existing environment, and creating & implementing the migration and education agendas for achieving the desired end goal.
The Director of Infrastructure, DevOps manages the Infrastructure team and needs to enjoy and have experience with hiring, managing, mentoring, coaching, and leading a team of employees. They will need to analyze data to assess operational, project and personnel effectiveness, create and manage budgets, implement team process and policies, resolve employee and contractor issues, direct administrative and support services and liaise between departments, teams, and outside groups to improve overall Infrastructure functions and communications.
This position will work with IHME Research teams and IHME's Technology Team to translate user needs and technology strategy into a coherent, achievable plan of execution. This position applies software tools, computing technologies, and computational methods to research problems. We are looking for someone who is highly skilled with critical analysis and creative problem solving and desires to positively, creatively, and strategically contribute to IHME as the Institute continues to grow.
Contribute to the leadership of the overall Technology Team as part of the Technology Leadership Team.
Lead and manage a high-achieving team that is consistently improving and delivers on IHME's commitments in a timely and efficient manner. The team consists of systems administrators, data center technicians, and software engineers focused on improving the machinery at the heart of IHME's analytic operations.
Responsible for setting and managing the infrastructure budget, including vendor selection, hardware purchases, and strategic investments on related capital and personnel. Set priorities and make decisions about resource allocation and utilization related to personnel, software, and hardware decisions that affect multiple teams across the organization.
Contribute to the advancement, automation, and standardization of the infrastructure at IHME
Identify and implement efficiencies across projects and groups through standardized project planning and reporting mechanisms, common protocols, and consistent quality control measures.
Devise and establish infrastructure policies and systems to support the implementation of strategies set by the senior management team.
Comprehend, analyze, and solve highly complex technical problems from the Infrastructure Service Desk; documenting and training while executing on the solution.
Deliver solutions on highly technical issues raised by members of the Research and Technology teams.
Write product requirement documents, implement and track development timelines, and negotiate feature sets with the development leads and research teams.
Recruit and hire team members, formulate goals, assess performance, establish career paths, and support a healthy team culture.
Systems Development & Maintenance
Responsible for designing and implementing the architecture and team development plan that ensures consistent, high-quality performance of IHME's computing, storage and web infrastructure, as well as the timely deployment of fully tested hardware, software and development projects.
Document and communicate the details of IHME's technical infrastructure that correlate to the dynamic needs of IHME staff.
Oversee the assessment, documentation, communication, and execution of corrective courses of action for the root causes of the problems within IHME's infrastructure.
Devise formal implementation plans, which includes engagement, communication, education and migration plans, to address user needs and guide other Technology team members in using the new (and existing) resources.
Analyze the business requirements of all teams to determine their technology needs and analyze new technologies, staying current with potentially applicable technologies.
Produce, design, implement, and document proof of concepts and prototypes.
Design and implement system redundancy and disaster recovery plan.
Devise, implement and document protocols and (client-facing) tools for successful troubleshooting and diagnosis of systems failures and conflicts.
Understand, anticipate, document, and communicate the computational and storage needs of the IHME environment with input from Research and Technology team members.
Mentor and ensure professional development of team members. Supervise and guide staff in directing work, setting priorities and goals, and providing timely feedback to individuals as needed.
Develop and implement regular trainings and professional development sessions with the Infrastructure team.
Create and communicate in-person and online guides and trainings to help team members and collaborators understand new and emerging technologies.
Monitor, document and provide bi-weekly scorecard metrics on the Infrastructure team members; with action plan recommendations for improvement.

Bachelor's Degree in computer sciences or related field, plus ten years of related experience, or equivalent combination of education and experience.
Minimum of five years' experience with Unix / Linux and Windows server platforms
Minimum of five years' experience with VMWare Server environment
Demonstrated leadership ability to lead people and get results through others.
Strong ability to quickly interpret and transform ambiguous information into design artifacts to communicate concepts and ideas to various stakeholders. Ability to analyze and resolve problems ar a strategic and functional level.
Ability to strategically think ahead and plan over a 12-24 month time span.
Experience with clustered computer systems
Familiarity with supporting Python, Java, Perl, PHP, reusable code
Experience with database platforms and technologies including Hadoop, MySQL, Postgres and InfiniDB
Must exhibit strong desire and ability to learn new intellectual content across different disciplines in a timely fashion
Excellent interpersonal and communication skills (oral and written); a cooperative team player, energetic, able to develop productive relationships with colleagues and external collaborators
Ability to thrive in a fast-paced, dynamic environment is critical
Experience in fast-paced research environment
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
7 years' experience managing large teams in an IT setting
CONDITIONS OF EMPLOYMENT
Appointment to this position is contingent upon obtaining satisfactory results from a criminal background check.
Evening and weekend work may be required. Expected to participate in 24x7 on-call rotation response to production system issues with other IHME-IT team members.
